1. Services Provided
GovConResearch provides government contract research and bid preparation services for small cleaning businesses. Our services include:
- Contract Finder: Weekly reports of relevant government contract opportunities
- Bid-Ready Service: Complete bid package preparation and submission support
- Win-Based Model: Full bid preparation with payment only upon contract award
2. Service Terms and Pricing
Contract Finder - $600/month
- Month-to-month subscription
- 7-day notice required for cancellation
- 7-day money-back guarantee on first report
Bid-Ready Service - $2,000/month
- Month-to-month subscription
- 7-day notice required for cancellation
- 7-day money-back guarantee on first report
Win-Based Model - 10% of contract value ($3,000 minimum)
- 6-month minimum contract term
- Payment due within 7 days of contract award notification
- No refunds once contract is awarded
3. Client Responsibilities
You agree to:
- Provide accurate information about your business, services, and qualifications
- Review all materials prepared by GovConResearch before submission
- Maintain necessary registrations (SAM.gov, etc.) and certifications
- Submit bids in a timely manner
- Pay all invoices within stated payment terms
- Notify us immediately of any contract awards resulting from our services
4. No Guarantee of Success
Important: GovConResearch provides research and preparation services. We do not guarantee that you will win any specific contract or any contracts at all. Contract awards are made at the sole discretion of government agencies based on various factors beyond our control.
5. Refund Policy
- Contract Finder & Bid-Ready: Full refund available within 7 days of receiving your first report if you are not satisfied
- Win-Based Model: No upfront payment required; payment only upon contract award. No refunds after payment is made.

6. Cancellation Policy
- Contract Finder & Bid-Ready: Cancel anytime with 7 days written notice. No refund for partial months.
- Win-Based Model: 6-month minimum term. Early cancellation requires payment for any bids in progress.
7. Intellectual Property
All materials prepared by GovConResearch (reports, bid documents, templates) become your property upon full payment. However, GovConResearch retains the right to use anonymized data and general methodologies for future service improvements.
8. Confidentiality
GovConResearch agrees to keep all your business information confidential and will not share it with third parties except as required to perform services or by law. You agree to keep our methodologies, pricing strategies, and proprietary processes confidential.
9. Limitation of Liability
Important: GovConResearch's total liability for any claims related to our services shall not exceed the amount you paid us in the 12 months preceding the claim. We are not liable for any indirect, incidental, or consequential damages.
10. Accuracy of Information
While we strive for accuracy in all contract information and bid preparation, you are responsible for verifying all information before submission. Government contract requirements can change, and we are not liable for outdated or inaccurate government data.
11. Independent Contractor
GovConResearch is an independent contractor. We are not your agent, partner, or employee. You remain solely responsible for your business operations and contract performance.
12. Payment Terms
- Monthly subscriptions are billed at the beginning of each month
- Win-Based fees are due within 7 days of contract award notification
- Late payments may result in service suspension and late fees
- All fees are non-refundable except as stated in our Refund Policy
13. Modifications to Terms
We reserve the right to modify these Terms of Service at any time. We will notify you of material changes via email. Continued use of our services after changes constitutes acceptance of the new terms.
14. Governing Law
These Terms are governed by the laws of the Commonwealth of Pennsylvania. Any disputes shall be resolved in the courts of Pennsylvania.
15. Entire Agreement
These Terms of Service, along with our Privacy Policy, constitute the entire agreement between you and GovConResearch regarding our services.
